It would give illegals legal status just on day after application, gangs, criminals too. Gang members are eligible for amnesty it they renounce their gang status, whether they do or not. Borders do not have to be secure before amnesty program begins.

We have always had guest workers and migrant workers. We don’t need amnisty when our government can’t even process passports for legal travelers in 4 months.
